The San Bernardino County Sheriff’s Department began looking for Emmanuel Haro on Thursday night. Investigators say foul play cannot be ruled out.

A desperate search in Central California for a mother and her baby daughter missing for more than a month ended with the discovery of their bodies in a submerged car in a large irrigation canal about 25 miles southeast of Stockton.

Whisper Owen and her daughter Sandra, who were reported missing last month, were found submerged under a bridge in Oakdale, according to a volunteer dive group that was aiding in the search.
