A man stabbed his neighbor to death at a downtown apartment complex after an argument over loud music, police said.

Police responded to a report of a stabbing in the 100 block of North 9 th Street at about 10:18 p.m. Officers determined Ulysses Grant, 76, had allegedly stabbed his neighbor in the victim’s apartment during an argument between the two.
