The new spending plan is “balanced, it’s fiscally responsible, and we believe it is a blueprint for meeting the needs of residents and businesses," Gov. Maura Healey said Wednesday.

Including use of a larger surtax pool and hundreds of millions of dollars for the Medical Assistance Trust Fund, the bill would increase state spending about 7.4% over the fiscal 2025 budget that Healey signed in July. Beacon Hill regularly adds hundreds of millions of dollars more in appropriations via midyear bills.

Much of the funding for the proposals comes from the state's 'Millionaire's Tax.'
