China and the European Union said Monday they have agreed on steps toward resolving their dispute over the bloc’s imports of Chinese-made electric vehicles.

The European Commission has imposed anti-dumping duties on imports into the EU of fused alumina from China, it said on Friday, adding that the move was aimed at boosting the EU's industrial autonomy.

The European Commission set out the conditions on Monday under which China-based electric vehicle makers can replace EU tariffs with commitments to sell at minimum prices and said it would take into account Chinese EV investments in the bloc.

China’s trade surplus soared to $1.2 trillion (€1 trillion) in 2025, as increased sales to the European Union, Africa and southeast Asia made up for a drop in exports to the United States at the end of the year. Exports for December rose by 6.6 per cent compared to a year earlier, the biggest increase for three months.

The European Union’s carbon border levy is “unfair” and “discriminatory,” China’s Ministry of Commerce said in a statement on Thursday, vowing to take countermeasures to defend the country’s interests.
